Parties to the UNFCCC are obliged to communicate to the Conference of the Parties information relevant to the implementation of the Convention, including in relation to emissions and removals. The measurements are presented in the Biennial Update Reports that cover specific effects of national mitigation actions, support needed and received, and information that includes national GHG inventory reports.
Reporting is done through the National Communications (once every 4 years) and Biennial Update Reports (once every two years). The Biennial Reports update information contained in the National Communications. The National Communications include information on the GHG inventories, adaptation, mitigation actions and their effects, constraints and gaps, support needed and received, and other information considered relevant to the achievement of the objective of UNFCCC.
Verification is at the international and national levels. At the international level Verification aims to increase the transparency of mitigation actions and their effects, and the support needed and received.
At the national level, verification is done to meet national reporting obligations to UNFCCC, but ultimately verification provides the information that is needed to inform the broader national climate change and sustainable economic development objectives. Verification is done through mechanisms that are established domestically by each country Party.
