The current staffing level of one Sector Manager and two (2) Forest Supervisors responsible for Matiri and Ibambaro beats is inadequate for effective supervision of all activities in the 6 (six) CFRs within the Sector. The sector requires three beats of Matiri, Ibambaro and Kitechura for effective management.
NFA shall recruit one additional Forest Supervisors for the proposed Kitechura Beat (Prescription 56).
The cost of the proposed staff level below is estimated to be Sh.1 000,000,000= comprising of salary and other staff costs. The proposed deployment of staff within the Sector will be as indicated in Table 13 below:

The existing public roads facilitate access to all the CFRs. It is anticipated that these roads will continue to be maintained by UNRA, the District LGs of Kyenjojo and Kyegegwa, and Kyenjojo Town Councils within which the CFRs lie. These roads are adequate for forest management purposes provided NFA 4- wheel drive vehicles are well maintained.
NFA will continue to maintain buildings at the Muzizi River Range Offices in Kyenjojo. There is need to revive construction of Matiri Forest Station buildings that have been abandoned at foundation level since the early 1990s.
A technical assessment will be done to decide whether to continue construction on the old foundations or start afresh. This site is very strategic for management of Matiri Sector CFRs as it is centrally located on high ground that provides a magnificent view of Matiri CFR and surrounding landscape.
The site is also easily accessible from the Fort Portal-Kampala highway and can be good area for ecotourism development because of the panoramic view of Matiri CFR and surrounding areas. Other station for the beat will be constructed in Rwensambya CFR.
NFA Management shall during the first half of this plan construct office and staff accommodation in Matiri and Rwensambya stations (Prescription 57)
Matiri Sector is equipped with three motorcycles, one for the Sector Manager and the other two for the two Forest Supervisors. Being close at the Range Offices, the Sector also has easy access to the Range pick-up truck.
NFA management will procure vehicle for the Sector Manager, Matiri and a motorcycle for the proposed Forest Supervisor – Kitechura. The vehicle and motorcycles will be regularly maintained and provided with adequate fuel to enable the staff to effectively supervise and monitor planned activities.
The Range Manager, the Sector Manager, and Forest Supervisor will keep the following management records:
(i) Monthly and quarterly revenue and expenditure returns;
(ii) Annual and quarterly operation plans;
(iii) Amendments to the FMP;
(iv) Monthly, quarterly and annual reports;
(v) Copies of permits (in printed books);
(vi) CFR profiles
The copies of this FMP will be distributed and maintained to the following:

In October each year, the Sector Manager and the Range Manager will update their master copies not later than 31st December of each year and send copies of the updated information to the Executive Director/NFA for approval and other FMP owners for updating their copies.
Most of the Forest Field work will be contracted. NFA management will procure the following tools and equipment specified in table 14 for specialized work.

A basic weather station shall be located at the sector station for measurement of rainfall and temperature (Prescription 58).
NFA staff within the Sector will continue to be covered by the already running medical insurance scheme, which benefits all its staff. The staff will also remain insured under the workman’s compensation scheme.
Protective and safety equipment riding and First Aid will be provided to the four staff in the sector within the first year of this FMP for safety while at work.
